Spitzer wins one

This is extremely good news. (If you can't access it through ktm, you can through eduwonk.)

I would rather be working on a new charter school for Westchester County than trying to change my district.

I was struck by the clause about schools larger than 250 students being forced to unionize.

It seems like an attempt to limit the total enrollment, as charter schools wanting to try different approaches would likely have difficulty if all their teachers belong to the same union that is complicit in the current state of education
