none of the "extracts", even the top level 6 says anything about individual "agency" or homework "agency", and the highest "agency" in class is defined by an extrovert:

"Here learners are directly debating with one another, without having been prompted by the teacher and they are contributing to the debate because they feel they have something to say and they have a strong opinion about it."

... opinion.
